Description

Subic Clark Alliance for Development Council (SCADC) commissioned the TAM Planners to formulate the Preliminary Master Development Plan (PMDP) for Metropolitan Clark Area or MCA. The MCA was identified as the Air Hub in the SCAD Corridor Master Plan which was also prepared by TAM.

The other hubs in the said master plan were Subic as the Sea Hub and Tarlac as the Land Hub. The intent of the MCA PMDP was to guide the development of the Metro Clark Area upon the designation of the Diosdado Macapagal International Airport (DMIA) in the Clark Freeport Zone (CFZ) as the country’s premier international airport. The other key development assumption was the establishment of the North Rail System to strengthen the link between the international airport and Metro Manila. The PMDP identified a Central Core within MCA that would need intensive urban redevelopment to keep pace with the CFZ. This identified Central Core is directly adjacent to the CFZ. Other development nodes were the Angeles City Central anchored around the Nepomuceno Planned Unit Development (PUD), the Mabalacat Central Business District (CBD), the Ayala PUD anchored on the Marquee Mall, a Transit Oriented Development (TOD) in Porac and another TOD in the City of San Fernando with an inter-modal terminal as the major feature

. The proposed development nodes will be the catalysts for balanced development in the MCA. Development controls by way of development guidelines and standards were also formulated.

Services Provided

TAM provided master planning services. Field surveys and secondary data gathering were conducted to establish a profile of each of the component cities and municipalities. Focus group discussions and planning workshops with identified stakeholders helped firm up the development directions to be adopted by the PMDP. SW OT analysis was used to determine the sectoral strategies from which development programs and strategies determined. Project profiles were developed to guide the development of the PMDP. A set of development guidelines and standards were also prepared.
