Description

The City of Pasay, through its mayor the Honorable Antonino Calixto, commissioned TAM Planners to prepare the city’s Comprehensive Land Use Plan (CLUP) for 2013-2028. TAM Planners Company was given the opportunity to update the CLUP and Zoning Ordinance which it helped formulate in 2001. The 2013-2028 CLUP Project consisted of several reports including the Ecological Profile, the Comprehensive Land Use Plan, the Zoning Ordinance, and the Local Development and Investment Plan (LDIP).

The city’s total land area of 1,850 hectares was made up of the city proper (550.5 hectares), the airport area under the Manila International Airport Administration (950 hectares) and the reclaimed area (400 hectares). The Planning Team formulated a plan that unified the 3 administrative zones within the city. The 2013-2028 CLUP also included a proposal for additional reclamation on Manila Bay.

Services Provided

TAM Planners assembled a multi-disciplinary team comprised of an urban planner, land use planner, environmental planner, transportation planner, infrastructure specialist, and GIS expert to prepare Pasay City’s Comprehensive Land Use Plan. To determine the actual needs of the city, a consultative process was adopted wherein several opportunities were provided for the stakeholders to participate.

There were separate sessions for vision and goals setting, evaluation of development strategies, and the refinement of the land use plan. The firm provided GIS-generated maps and proposed innovative land use planning and management strategies to respond to the needs of a modernizing city.
